Description of Job Please Note: This position has hybrid work arrangements, employees are expected to report to the office at least 2 assigned days a week to The Southern District Accounting Office located on the grounds of the Colorado Mental Health Hospital at Pueblo. These arrangements are subject to change.
About this Unit: The Southern District Accounting unit exists to support the Human Services system by managing departmental financial operations and resources, to accomplish effectively and efficiently the fiscal and accounting functions related to the diverse programs within the Department of Human Services, to provide fiscal support related to sources and uses of funds to program and budget management, and to provide timely and accurate financial data and reports in compliance with Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB) statements, Federal regulations, and State fiscal rules and accounting controls.
About this Position: This is a professional accounting position that generates, compiles, analyzes, and interprets all the accounting and reporting functions for all State and Federal programs assigned. The position is responsible for understanding and maintaining the accounts and records in CORE.
Summary of Job Duties: - Accesses fiscal systems to produce, correct, audit, approve, and input financial and budget transactions that pertain to the Federal and State Programs. Also analyzes information on an as-needed basis for all assigned programs. This includes accessing all systems for the financial, budget, and payment information as needed by supervisors, peers, program staff, auditors, and county staff producing accurate auditable data using established procedures and manuals.
- Reconciles all general and grant ledger accounts relative to all expenditures, revenue, obligations for all assigned programs, both federal and state, by analyzing and investigating various types of errors and interpreting the account expenditures and balances of funds available and using the data received from all financial systems to produce accurate and complete information for federal and management reporting.
- Prepare program financial reports on a monthly, quarterly, semi-annual, and annual basis by analyzing and interpreting CORE data to determine if they are allowable or unallowable costs for the programs for which the financial reports are being produced.
- Prepares and interprets system reports for all assigned programs, and Budget by utilizing a variety of excel spreadsheets to manipulate, enhance, combine the elements and different levels of detail present in CORE and the reports they produce. Said spreadsheets to be used in the budgeting and reporting process pertaining to all assigned programs.
- Monitors budget balances and resolves any problems with the budget division by preparing budgetary documents for allocations, transfers, increases, decreases, and corrections for the appropriations belonging to the programs assigned.
- Executes year end closing of all accounts related to programs assigned by utilizing and analyzing CORE and other financial information. Make adjusting JV entries, clean up general ledger accounts, and produce required financial exhibits using the information available in CORE.

Option 1 - Experience: - Six (6) years of relevant experience in an occupation related to the work assigned to this position. Experience must include two (2) years of direct accounting experience.

OR Option 2 - Experience & Education: - A combination of related education (coursework requires 27 semester hours completed in accounting or auditing) and/or relevant experience in an occupation related to the work assigned equal to six (6) years
- Current, valid licensure as a CPA by the Colorado Board of Accountancy will count for six (6) years of the requirement
Preferred Qualifications: - Bachelor's degree in Accounting; OR Minimum of 27 hours of accounting coursework;
- Strong technical skills in Microsoft Access, Excel, Word, Google Workspace, & 10-key calculator;
- General ledger or program accounting experience;
- Experience with CORE (Colorado Operations Resource Engine) or other complex
- accounting system;
- Knowledge of State of Colorado Fiscal Rules;
- Excellent oral and written communication skills;
- Ability to coach and mentor others;
- Ability to explain accounting concepts to non-accountants in clear terms;
- Ability to manage and resolve conflicts, confrontations, and disagreements in a positive and constructive manner to minimize negative personal impact;
- Ability to develop constructive and cooperative working relationships with others, and maintain them over time;
- Ability to adapt behavior and work methods in response to new information, changing conditions, or unexpected obstacles;
- Ability to work as a member of a team, including communicating with peers and other professionals within and outside the agency to ensure timely completion of work projects;
- Ability to work independently;
- Ability to set and prioritize workload, identify short and long term goals and develop strategies to achieve them, and coordinate with internal and external business partners;
- Experience with audits.
- Relevant years of State service should be considered as a preferred qualification to be used to determine the top candidates on the referral list. (Partnership agreement 10.1.)
Conditions of Employment: - May be required to travel to other CDHS or State offices
- Must meet vaccination and documentation requirements per CMHHIP Infection Control Department
- Due to hybrid workplace, the employee's assigned work location may include significant work from home and as such must maintain reliable home internet service to connect with State VPN to perform essential functions of the job.
- The Southern District Accounting Office is located on the grounds of the Colorado Mental Health Hospital at Pueblo; employees in this work unit may be in contact with patients of the Hospital or residents of the Pueblo Regional Center, who may be of all ages and backgrounds, and mentally ill and/or developmentally disabled.
