The Garrett Group is currently seeking a Knowledge Analyst / Records Manager to undertake critical responsibilities at the Joint Center for Electromagnetic Readiness (JCER). In this role, you will primarily focus on conducting routine assessments of service deployment certification events and mandatory prerequisite training crucial for deployments in support of Combatant Commands (CCMDs). JCER conducts thorough evaluations of venues, events, and units while adhering to established standards such as the Universal Joint Tasks (UJTs) and the EMOE Characterization Framework.

Qualifications:

Required Experience:

• Proficiency in creating and maintaining a records management (RM) program, including retaining records until they are eligible for destruction per Chairman, Joint Chiefs of Staff Manual (CJCSM) 5760.01A, Volume (Vol.) II, Disposition Schedule.
• Experience in managing a RM program at multiple classifications levels, including developing policies, ensuring procedures are executed per federal statutes and regulations, and aiding and guidance for all aspects of RM.
• Ability to ensure organizational records are protected from mutilation, alienation, or unauthorized disposition (i.e., destruction), in all media formats.
• Minimum five (5) years of demonstrated relevant experience.

Desired Experience:

• Ability to provide guidance for records collection and retention in mobilization planning and crisis action procedures.
• Experience in providing guidance to ensure RM annexes are included in appropriate operations plans, operations orders, and concept plans.
• Proficiency in providing guidance on record-keeping requirements for automated information systems during development/design and prior to implementation.
• Ability to ensure office personnel properly maintain official records, preserve valuable records, and dispose of temporary records as appropriate.
• Experience in ensuring active paper/hard copy files are safe from environmental dangers (water, fire, insects, etc.) with appropriate temperature and humidity controls.
• Proficiency in ensuring active and inactive audiovisual records on electronic storage devices (Compact Discs, Digital Video Discs, Floppy Discs, external hard drives, etc.) are physically stored apart from paper files with the appropriate temperature and humidity controls.

Duties:

• Create, maintain, and preserve the organization's official record management program.
• Identify and maintain essential records reflecting the organization's functions, policies, procedures, operations, and other actions having historical, legal, research, or public interest value.
• Assist and collaborate with software developers, information managers, data managers, and knowledge managers to ensure the success of the entire knowledge management program and adherence to policies.
